New Brunswick Chiropractor Faces Charges of Fraud, Money Laundering and Illegal Patient Recruitment Practices

A total of 11 individuals from New Jersey and Pennsylvania charged in patient recruitment scheme.

A city chiropractor and a number of "runners" have been indicted on charges of illegally recruiting patients to his Livingston Avenue office, as per a July 27 press release from the state Office of the Insurance Fraud Prosecutor.

Scott Greenberg, 51, of Somerset, was arrested at home on July 27, and faces charges of using paid scouts to find people who were recently involved in car accidents, and persuading them to seek treatment.

"The recruitment of patients by the runners, and the subsequent treatment, enabled the chiropractors to file claims for payment from multiple insurance companies," the release said.

Greenberg faces additional charges of conspiracy, money laundering and health care claims fraud, according to the release.

The four runners, who face similar charges, include: Orlando Sanchez, 44, of Perth Amboy, Jimmy A. Tovar, 35, of Perth Amboy, Abel Tirado, 36, of Allentown, Pa., and Andres D. Sanchez Munoz, 42, of Perth Amboy.

Two of eight search warrants in the bust were executed at Greenberg's home and his office, Central Jersey Chiropractic & Rehabilitation Centres, 184 Livingston Ave. on the 27th.

Two other chiropractic doctors - Christopher Montana, 39, of Chester and and Fernando Barrese, 39, of Washington Township, were also arrested on the 27th and face charges of money laundering, falsifying tax returns, fraud, bribery, and illegal use of runners, according to the release.

Montana and Barrese are the owners of chiropractic practices in Elizabeth, Newark and Jersey City.

In that case, an office manager of the Jersey City office, Oleg Gorodetsky, 41, of Staten Island, and a runner, Alcindor Robin, 56, of Elizabeth, were also charged.

According to the release, the defendants face a maximum of 10 years in prison, and up to a $150,000 fine if convicted, depending on the severity of the charge.
