Now can the students look forward to a refund for those two days or is this just more gravy for civil "servants?"

when you go to a university your paying for the credits your taking, not the amount of time your actually in class for so as a student I really dont care as long as I acquire the credits that I pay for with a high GPA

It's a shame you look at it that way. Credits are one thing but great classroom time is really what you are supposed to be there for.
